Well, I don't know the way so I'll only re-write your question:
"Is there a way to make a multi-language (translatable) dialogue in multi maps?"
As we have only texts.txt available.

I've tried, eng - maps\texts.wri, CZE - Maps\#cze\texts.wri, GER - Maps\#ger\texts.wri. I also tried textsENG.wri TextsCZE.wri, TextsGER.wri. but neither worked.
We can at least give these dialogues for dubbing in MP?

And one question
It is somehow, for the mod to open Skitmish?
The point is that TB has some maps you would with a minor change was used as a player vs PC (especially Fireteam map)

You won't be able to do multiple languages(It only looks in the maps directory afaik). But it would allow you to have Unicode support(Unless the texts.txt are Unicode...). Technically your not even meant to be able to do Dialogues in Multiplayer (Well the dialogue system wasn't designed for it).

Skirmishes are technically possible but noone has made one.

uidlgalien.txt in the file, I noticed that there is this

[ButtonFlow skirmish]

"Button text"
[end]

However, this part certainly does not, therefore, ask whether the mode in this open and there naházat maps, (especially our fireteam Maps) with a minor adjustment for 1 player ...

v souboru uidlgalien.txt jsem si všiml, že je tam tohle

jenže, je tato část jistě nečiná, proto se ptám zda se do v modu tohle otevřít a naházat tam mapy, (především naše fireteamy) s menší upravou pro 1 hráče...

Altar never added a Skirmish mode. They did tests but that was it. The UI layout files are just references for where the game should place stuff. Game queries the file with names of elements(Buttons, etc) that are hard coded into the game to find out where they should be placed. So the game will only use parts of the UI Layout files if it is programmed to.

yet the skirmish, we can somehow open for the mod? I could give it to a co-operative maps for only one player.

There is no skirmish button in Original Wars source. Even if there was there is no way to select a skirmish. Id imagine you could however get a multiplayer game to work as a skirmish, assuming Original War would let you specify a limit of only 1 person.

This MP does, because it needs to run two players even if they were to be amalgamated.

Což MP nemá, protože je potřeba na spuštění dvou hračů i kdyby měli být sloučeni.
