Create a new mod using Ow_editor. Open "ru15a.owp" with PakView and extract the two folders ("dialogs" and "missions") to your mod directory. The folder "missions" already exists in the mod directory - just replace it.
Run Ow_editor and load the mission. Now you can manipulate the map as you like. If you are not familiar with the editor and/or SAIL, take a look at the tutorials section.

You can find it in Menu Start:
Original War/Mod Tools/PakView.exe

NOTE: Of course, you need to install the 1.10b patch first.

Not as far as I know, but I'm not so much into the technical part. Surely Stucuk can tell you

How would Stucuk know. I havn't tryed every single combination of things on the editor. Simplest solution is to just try it.

Save file, if u mean it, is a simple OWP which u can unpack, edit and pack again letting you change whatever u want there.

Apparently you are trying to load a mission called "missions". Inside "missions\__RU\" (yes there are 2 underscores) there should be folders named like "01", "02" etc. containing the missions.
