I have never had VSFilter installed on my pc. You may be able to remove it through the Start -> Control Panel -> Add/Remove Programs bit.
For the second option the easiest way is to create a shortcut to the game and modify it so the target bit has the parameters.
Right Click on Tarr.exe and select "Create Shortcut". Right Click the Shortcut and select Properties. Modify the target bit to have the parameters.
I.E "C:\TarrChronices\tarr.exe" -novideo -nologos
